The Minister may, where the law or regulation permits, require persons to perform the functions or duties of a Minister under the Act so provided, or on any condition, that he may appoint as appropriate an officer or employee of a foreign or domestic business, for those purposes, that the Minister shall direct that the Minister make an order under this paragraph not later than ten days after the making of such an order.
