The enemy knows and should know that it will be forced to pay. Those who pay will be forced to pay. They will lose their lives.
We can put military forces in place in places like Afghanistan. Instead of putting "war troops" in the wrong place at the wrong time, we should put "military force" and "war troops" in the right spot.
The war is over now. It's not over till we're done, and the problem is that military is no longer the answer. Only a "military force" can achieve so much, and yet military has remained ineffective — if it's in fact "the solution."
The end-goal is to avoid war. The end-goal is to make it harder for Afghans to use military. That means spending less on food, water, and education. That means spending more on military equipment. Every soldier will get an army of sorts. All of it, of course, will likely be made to serve the ends of security, while also ensuring that this military's capacity to fight off the threat is actually sufficient.
